With reference to Sir R. E. Stubbs' despatch

No.044 of 2nd September, 1924, and in accordance with the instructions contained in Mr. Amery's telegram of 19th October, 1928, I have the honour to transmit the enclosed

2 copy of a report by r. R. M. Henderson of the Public Works

Department on the second section of the Shing Mun Valley Waterworks Scheme.

The Byewash Reservoir which is now under

construction, as authorised in Mr. Amery's confidential

telegram of 4th March, 1929, forms a valuable connecting link between the first and second sections of the Scheme and

is due to be completed early in 1931.

In view of the fact that Mr. Henderson is

now in England it is suggested that the opportunity should be taken of discussing with him the enclosed report, as it differs, as regards the Gorge Dam, from the proposals originally put forward for this section of the Scheme. These proposals were set out in Sessional Paper No.4 of

1929 which was forwarded to the Colonial Office on 6th May,

1929.
